In December of UC0073 Investigator Leopold Fieseler of the Zeon National Public Safety Division is investigating a series of terrorist bombings that have been occuring on Side 3 when without warning he is contacted by an old childhood friend, Elise Ann Finnegan, who is now working with the Prefectur
